REQUEST FOR PROPOSAL

PROJECT MANAGEMENT UNIT
(PMU)

The National Government of the Federated States of Micronesia (FSM), through the Department of Transportation, Communications and Infrastructure invites the submission of technical and financial proposals from suitably qualified consulting firms in connection with the Project/Program Management Unit (PMU) for the FSM. The intended services will encompass program of maintenance improvements and infrastructure development works that will facilitate the key infrastructure sectors of airports, seaports, roads and ancillary structures, power and energy, water supply, liquid and solid waste disposal, public buildings, as well as health and educational facilities.

The Project Management Unit will require approximately 85 person- months of services covering a multi-disciplinary range of expertise in economic development, infrastructure planning and plan implementation, project formulation and analysis, and engineering. The scope of work for the PMU assignment will include, but will not be limited to the following:

  • The development of program management systems;
  • Training of national and state personnel in these program management systems;
  • Review of project documentation to ensure compliance with funding agency requirement;
  • Preparation of annual consolidated projects/program for budgeting;
  • Preparation of quarterly and annual consolidated FSM performance report as require by the national government and as require by the Fiscal Procedure Agreement of the amended Compact; and
  • Preparation and provide program management implementation assistance to the state as require.
  • Formulation of policies, strategies and institutional development programmes for each sector, aimed at achieving sustainability in the provision of infrastructure services.

Interested firms may obtain a full set of the invitation documents from the Secretary, Department of Transportation, Communications and Infrastructure at the address given below. The documents include the Terms of Reference, instructions on the information to be provided in the technical and financial proposals and the evaluation criteria which will be used to evaluate the proposals. In requesting a copy of the invitation documents, firms should provide an e-mail address so that the documents can be sent via e-mail attachment.

Interested firms should note that consideration will be limited to firms or joint ventures of firms who can demonstrate that they have the necessary experience, personnel and technical capability in the economic, technical and institutional aspects of infrastructure planning and construction management.

The technical and financial proposals should be submitted in separate envelopes and must be received in the office of the Secretary, Department of Transportation, Communications and Infrastructure, FSM National Government at the address given below, no later than Friday, December 13th, 2004. The proposals should be submitted in hard copies and in electronic format. The acceptable software will be Microsoft Word, Microsoft Excel, and Microsoft Project. Because of the tight deadline for this project, it is unlikely that there will be any extensions to the closing date. All interested bidder must submit the expression of interest by November 15, 2004. Proposals will not be considered if the expression of interest is not received.

In the evaluation of the proposals received, the qualifications and experience of the firm and the proposed team members, the methodology and approach, along with the degree to which local participation are involved, will be important considerations. Accordingly, the FSM National Government shall not be bound to select the firm that submits the proposal with the lowest price.
