It is widely recognized that the world is undergoing another technological revolution, which is fuelled by information technology.  IT (Information Technology) is revolutionizing every aspect of modern life, including business, commerce, government operations, health care, education and industrial processes.  In this area of such growing importance, there are mounting concerns over the wide gap between the developed and the developing countries sometimes referred to as "the digital divide."

In attempting to coordinate the development of IT in the FSM, the Division of Communications under the Department of TC&I is now moving toward establishing a National ICT Plan.  With the approval of the Vice President, HE Redley Killion, he endorsed the go light to establish a National Committee on Communications and Information Policy Advisory Committee (CIPAC).

For a small country such as the FSM with limited financial resources, it is of vital importance that new initiatives in IT addresses the most critical needs that fall within the framework of a national plan.
