The CIPAC (Communication and Information Policy Advisory Committee) was established by the signed memorandum by the FSM Vice President, HE Redley Killion.

The mission of CIPAC is to provide advice and assistance in matters of communications and information technology to the government of the Federated States of Micronesia, through the Secretary of the Department of Transportation, Communications and Infrastructure.

The primary purpose of the CIPAC is to develop a National IT Plan and to initiate programs to promote the increased use of communications and information technology, with the objective of furthering the economic development of the FSM and the delivery of government services to the people of the this nation.  Other communication and information technology issues may be brought from time to time to CIPAC for its review and recommendation for appropriate action.

The membership of the CIPAC shall consist of the Heads of the following Department, or their designees:

1.    Department of Transportation, Communications and Infrastructure

2.    Department of Economic Affairs

3.    Department of Health, Education & Social Affairs (HESA)

4.    Department of Finance & Administration

5.    Department of Foreign Affairs

6.    Department of Justice

7.    Chief Executive Officer/General Manager of FSM Telecommunications Corporation

8.    President of the College of Micronesia-FSM

9.    FSM Public Information Office
